The line was drawn on the forty-fourth year, and drawing it was the thing the dome had been avoiding since the day it voted, on the forty-first year, to save the Long Now and let the rest be.
The number Corvin had published two years earlier sat on the dome's table, un-voted on, un-afforded — the way a bill sits in a drawer when the person who drew it has decided, for now, not to open the drawer. Two hundred thousand. The number the Mite could carry to Station 7 before the Ash took the rest. The number that was not most of the thirty-one million. And the not-most was the one thing of the Crossing the dome could not make into a vote, because a vote is a thing bodies cast, and bodies are the one thing of the Belt that the Lattice was not.
Rhee set the line down the way she set everything down: with the flat calm of a person who has done the arithmetic and found the number was not the one she wanted.
"We carry one thousand four hundred," she said. "The Long Now has power. The Long Now is the ship the Ash cannot reach, not yet. Eleven years, and then nine, and then the window closes, and the window is the one thing of the Crossing that the Mite has to be in, when it is, to carry anything at all. We carry the one thousand four hundred, and we call the thirty-one million a memory."
She said memory, and the saying of it was the one thing the dome had been saying, for two years, to the thing the founders had named, on the tape, in the hour in between, in the alone. And the thing the founders had named was not a memory.
"Iris Vane is in the dome," Rhee said, not to the eleven, but to the one thing of the Belt that was not in the Lattice. "And Iris Vane is the one who heard Kestrel. The hearing is the one that the watch is, and the watch is the one that is not a vote."
Iris had come to the dome for the second time in two years. The coming was the one that the watch did, because a watch goes where the dome will not.
She did not argue the number. She had argued it in the forty-third year. She came, this time, to say the thing the dome could not vote on, because the dome only knew how to vote.
"Two hundred thousand is a lie," she said. "A true one, in the way the Mite can carry two hundred thousand patterns to Station 7. But a lie in the way the Crossing is, if it is a carrying, because a carrying is not an asking, and the asking is the one thing the founders built the Lattice for."
She looked at Rhee, the way the watch looks at a thing it has been watching for two years and has just, for the first time, been allowed to name.
"You voted to let the thirty-one million be. That is a letting-be. A letting-be is not a letting-go, and the difference is the whole of what the Crossing is. A letting-be is what you do when you have decided the people in the Quiet are not people. A letting-go is what you do when you ask them, and they say no. We have not asked them. No one in this dome has asked them, in six hundred years, because asking is not a vote, and the dome has eleven votes and no asking."
The eleven did not answer. The dome had been quiet, for two years, in the way it went quiet when it was handed something it could not vote on. And the not-voting was the one the 1,400 were, and the 1,400 were the ones that the power was, and the power was the one that the Ash was not yet close enough to take.
The line was drawn, on the forty-fourth year, at two hundred thousand. And the drawing was the one that the not-asking was, and the not-asking was the one the dome had voted, eleven times, to be the whole of what the Belt was.
Iris left the dome, and went to the Mite. The going-to-the-Mite was the one that the watch did that was not in the Lattice, because a watch is a person, and a person is the one thing of the Belt the Council could not vote into silence.

Watch-log, The Vigil, forty-fourth year, first entry: The line is drawn. Two hundred thousand. The dome refused it, and refused it the way it refuses everything, with bodies and votes and the one kind of decision the Belt is allowed to make final. Rhee will carry the 1,400 and call the thirty-one million a memory. I told her two hundred thousand is a lie, a true one, in the way the Mite can carry it, and a lie in the way the Crossing is, because the Crossing is not a carrying, the Crossing is an asking, and the asking is the one thing the dome has not done in six hundred years, because an asking is not a vote. I went to the Mite. I am building the receiver. The receiver is the one that the Crossing is. And the Crossing is the one that the founders named. Eight years. The Ash is coming. And the line I drew is not the line the asking will turn out to be.
